Exodus 20:4

Exodus 20:4: “You shall not make for yourself a carved imageany likeness of anything that is in heaven above, or that is in the earth beneath, or that is in the water under the earth;

Exodus 25:18: And you shall make two cherubim of gold; of hammered work you shall make them at the two ends of the mercy seat.

Exodus 20 says that we are never to make carved images, but Exodus 25 says that God told the Israelites to make carved images.

There is no contradiction in the giver of a law making an exception.
