Genesis 11:7-9: Come, let Us go down and there confuse their language, that they may not understand one another’s speech.” So the Lord scattered them abroad from there lover the face of all the earth, and they ceased building the city.Therefore its name is called Babel, because there the Lord confused the language of all the earth; and from there the Lord scattered them abroad over the face of all the earth.

Proverbs 6:16-19: These six things the Lord hates, yes, seven are an abomination to Him: a proud look, a lying tongue, hands that shed innocent blood, a heart that devises wicked plans, feet that are swift in running to evil, a false witness who speaks lies, and one who sows discord among brethren.

Genesis says that God sometimes causes discord, but Proverbs says that God hates those who cause discord.

Proverbs only says that God hates those who sow discord among brethren/within a family. The people at the Tower of Babel weren't brethren, so the verse from Proverbs wouldn't apply there.
