Luke 8:12: Those by the wayside are the ones who hear; then the devil comes and takes away the word out of their hearts, lest they should believe and be saved.

Mark 4:11-12: And He said to them, “To you it has been given to know the mystery of the kingdom of God; but to those who are outside, all things come in parables, so that ‘Seeing they may see and not perceive, and hearing they may hear and not understand; lest they should turn, and their sins be forgiven them.’”
2 Thessalonians 2:11-12: And for this reason God will send them strong delusion, that they should believe the lie, that they all may be condemned who did not believe the truth but had pleasure in unrighteousness.

Luke says the the devil is the cause of all unbelief, but Mark and Second Thessalonians say that God is sometimes the cause of unbelief.

Luke never says that the devil is always the cause of unbelief, it only states that there are cases where this is so.
