Mark 6:16: But when Herod heard, he said, “This is John, whom I beheaded; he has been raised from the dead!”

Luke 9:7: Now Herod the tetrarch heard of all that was done by Him; and he was perplexed, because it was said by some that John had risen from the dead,

Mark says that Herod declared that John had been raised from the dead, but Luke says that Herod was perplexed when he heard this story from others.

Someone who declared a thing to be true would not be perplexed when he heard the same thing from someone else.
