Matthew 16:18: And I also say to you that you are Peter, and on this rock I will build My church, and the gates of Hades shall not prevail against it.

Matthew 16:23: But He turned and said to Peter, “Get behind Me, Satan! You are an offense to Me, for you are not mindful of the things of God, but the things of men.”
Acts 15:13-21: And after they had become silent, James answered, saying, “Men and brethren, listen to me: Simon has declared how God at the first visited the Gentiles to take out of them a people for His name. […] Therefore I judge that we should not trouble those from among the Gentiles who are turning to God, but that we write to them to abstain from things polluted by idols, from sexual immorality, from things strangled, and from blood. For Moses has had throughout many generations those who preach him in every city, being read in the synagogues every Sabbath.”

Matthew says that Jesus chose Peter as the foundation of the church, but Matthew also says that Peter wasn't mindful of the things of God, and Acts says that James presided over the first Council of Jerusalem.

Someone who wasn't mindful of the things of God would not have been chosen by Jesus as the foundation of the church, and someone who was chosen as the foundation of the church would have been the one presiding over the first Council of Jerusalem (rather than James).
