Matthew 20:23: So He said to them, “You will indeed drink My cup, and be baptized with the baptism that I am baptized with; but to sit on My right hand and on My left is not Mine to give, but it is for those for whom it is prepared by My Father.”
Mark 10:40: but to sit on My right hand and on My left is not Mine to give, but it is for those for whom it is prepared.”

Matthew 28:18: And Jesus came and spoke to them, saying, “All authority has been given to Me in heaven and on earth.
John 3:35: The Father loves the Son, and has given all things into His hand.

Matthew and Mark say that Jesus didn't have the authority to grant a certain request, but Matthew and John say that Jesus had been given all authority.

The verses from Matthew and Mark aren't saying that Jesus lacks some kind of authority or power; all it's saying is that the places are already set and are not to be changed (even by Jesus).
