Quran 2:6-7

Quran 2:6-7: Indeed, those who disbelieve - it is all the same for them whether you warn them or do not warn them - they will not believe. Allah has set a seal upon their hearts and upon their hearing, and over their vision is a veil. And for them is a great punishment.
Quran 6:25: And among them are those who listen to you, but We have placed over their hearts coverings, lest they understand it, and in their ears deafness. And if they should see every sign, they will not believe in it. Even when they come to you arguing with you, those who disbelieve say, "This is not but legends of the former peoples."
Quran 17:97-98: And whoever Allah guides - he is the rightly guided; and whoever He sends astray - you will never find for them protectors besides Him, and We will gather them on the Day of Resurrection fallen on their faces - blind, dumb and deaf. Their refuge is Hell; every time it subsides We increase them in blazing fire. That is their recompense because they disbelieved in Our verses and said, "When we are bones and crumbled particles, will we truly be resurrected in a new creation?"
Quran 18:57: And who is more unjust than one who is reminded of the verses of his Lord but turns away from them and forgets what his hands have put forth? Indeed, We have placed over their hearts coverings, lest they understand it, and in their ears deafness. And if you invite them to guidance - they will never be guided, then - ever.

Quran 7:16-18: Satan said, "Because You have put me in error, I will surely sit in wait for them on Your straight path. Then I will come to them from before them and from behind them and on their right and on their left, and You will not find most of them grateful to You." Allah said, "Get out of Paradise, reproached and expelled. Whoever follows you among them - I will surely fill Hell with you, all together."
Quran 15:39-40: Iblees said, "My Lord, because You have put me in error, I will surely make disobedience attractive to them on earth, and I will mislead them all except, among them, Your chosen servants."
Quran 19:83: Do you not see that We have sent the devils upon the disbelievers, inciting them to evil with constant incitement?
Quran 9:115: And Allah would not let a people stray after He has guided them until He makes clear to them what they should avoid. Indeed, Allah is Knowing of all things.
Quran 18:55: And nothing has prevented the people from believing when guidance came to them and from asking forgiveness of their Lord except that there must befall them the accustomed precedent of the former peoples or that the punishment should come directly before them.

Chapters 2, 6, 17, and 18 say that Allah leads people astray, but chapters 7, 15, and 19 say that Satanic beings lead people astray, and chapters 9 and 18 say that Allah doesn't lead people astray.

1. Allah leads people astray != Satanic beings lead people astray.
2. Allah leads people astray != Allah doesn't lead people astray.

That Allah leads people astray doesn't conflict with there being others involved as well.
